Minister Suharso Chairs Trilateral Meetings to Discuss Education Budgets
Minister of National Development Planning chaired Trilateral Meeting with the Minister of Education and Research and Technology and the Director General Ministry of Finance. The meeting discussed the Work Plan and Priorities of the Ministry of Education and Culture for the Year 2022, which held physically and virtually, Thursday (27/05/2021).
On that occasion, the Minister said there were 2 problems in education. First, education services are not evenly distributed, this is indicated by the large participation gap between regions, there is still a gap in participation between the socio-economic status of families, there are still 298 sub-districts without SMP / MTs and 709 sub-districts without SMA / SMK / MA.
Second, the quality of education is still low, this is indicated by low PISA scores with sub-standard abilities, low and uneven teacher competence, curriculum development, no steady learning outcome assessment methods available, and the competitiveness of Indonesian universities at the global level. still weak.
The minister also explained that the total education budget in the 2021 APBN is 550.0 trillion rupiah. A total of 54.37% or 299.06 trillion rupiah was transferred to the regions (TKDD).
Central government spending totaling 184.5 trillion rupiah also includes the Smart Indonesia Program for 20 million students amounting to 11.1 trillion rupiah, the Indonesia Smart Lecture Card for 1.1 million students amounting to 9.9 trillion rupiah, allowances and incentives for teachers and education personnel. non civil servants amounting to 13.34 trillion rupiah.
In Transfers to Regions and Village Funds, most of which are General Transfer Funds (DTU) whose use is determined by the region, Non-Physical Special Allocation Funds (Non-Physical DAK) which are allocated, among others, for School Operational Assistance (BOS) and Regional Civil Servant Teachers , as well as Physical DAK to meet the needs for educational facilities and infrastructure.
In financing, the budget is allocated for the National Education Development Fund, the Research Endowment Fund, the Cultural Endowment Fund, the Higher Education Endowment Fund, and Education Financing.
Other issues that the Minister discussed were matters that needed attention, namely the strengthening of the concept of an independent and independent learning campus, (activating schools, activating teachers and activating organizations) in planning and budgeting, strategies for fulfilling teacher needs, the effectiveness of increasing teacher competence (driving teachers ) to improve the quality of learning, strategies for strengthening higher education institutions as centers of excellence in the creation and development of science and technology, strategies for increasing research and innovation, synergies between components of the education budget, strategies for improving the quality of expenditures of the Ministry of Education and Technology.
